COVID-19 advice for private HMO landlords

During the pandemic, landlords should continue to request a licence.

If you are a landlord of a house in multiple occupation (HMO) and have received a letter from us in relation to COVID-19, please:

  • read the letter thoroughly and review the links provided
  • issue your tenants with the accompanying letter that was addressed to the tenants when you received your letter
  • ensure you adhere to the official government guidance of social distancing and self-isolation if applicable

Government guidance for landlords of HMOs

The government has published non statutory guidance for both tenants and landlords. It includes the following advice:

You can't remove someone from their home if they have COVID-19

Nobody can be removed from their home because of the virus.

You're not obliged to provide alternative accommodation

Landlords are not obliged to provide alternative accommodation for tenants if others in the property contract the virus.

You can continue gas safety checks

You should continue to instruct a gas engineer to carry out an annual gas safety check during the pandemic, as long as there is no evidence of residents in the property showing symptoms of COVID-19 or the residents have not come into contact with a person showing symptom of COVID-19.

How to work around vulnerable people

If one of your tenants has had a government letter stating they have been defined as vulnerable (and are required to remain in self-isolation for a prolonged period of time), you should adhere to the government guidance in respect to shielding and social distancing. Only undertake works which are categorised as urgent and are a legal requirement. Where contractors are required to enter the premises, ensure the tenant micro-isolates within an enclosed room, away from any contractor for the duration of the repair/inspection.
