New driver licence applications

Please read the hackney carriage and private hire licensing policy (PDF 231.6KB) for guidance before making an application.

The following documents must be submitted by applicants for a new combined hackney carriage / private hire driver licence:

  • completed application form
  • Knowledge test pass certificate
  • Group II medical certificate
  • completed DBS application together with appropriate identity documents
  • DSA or CBC taxi or private hire pass certificate
  • valid driving licence
  • driving licence information (available from the DVLA (link opens in new window))
  • evidence of entitlement to work in the UK
  • appropriate fee

If the application is withdrawn or refused, the fee will be refunded minus the current administration fee. Where an application is refused and is subject to an appeal, further charges will be incurred by the council and no refund will be given.

Where a payment is not honoured, the processing of the application will cease immediately until the fees have been cleared. Any additional bank charges incurred by the council must be paid by the applicant.

Renewals

The following documents must be submitted by applicants wishing to renew their licences:

  • completed renewal application form
  • Group II medical certificate (if required)
  • completed DBS application together with appropriate identity documents (if required)
  • valid driving licence
  • driving licence information (available from the DVLA (link opens in new window))
  • evidence of ongoing entitlement to work in the UK, if necessary
  • appropriate fee

Existing licence holders must apply to renew their licence in good time. Please allow at least 10 days to enable licensing staff to issue a renewal licence.  Any application received by the council after the expiry date of the present licence will be deemed to be a new application and not a renewal of an existing licence.

Any applicant who presents a cheque which is not honoured will have the licence immediately suspended and this will be subsequently be revoked unless the payment is honoured within seven days of the driver being advised by the council. Any additional bank charges incurred by the council must be paid by the driver.

Driving assessment

As part of your Hackney carriage/private hire licensing application you will be required to pass a Central Bedfordshire Council Driving Assessment. This will typically take around 40 minutes to complete and will assess your ability to drive safely on a variety of local roads. You will need to bring with you your driving licence, insurance documents and MOT certificate for the vehicle you are using for the assessment. You will also need to bring evidence of your national Insurance number. The vehicle must also be in a good, clean condition.

At the end of the assessment you will be advised of the result and receive feedback about your drive. If you are successful and pass the assessment, a certificate will be issued to you.

The assessment costs £80 and must be paid for in advance. You can pay online, over the phone or be person at one of the council offices. Please ensure that you provide a phone number so our driver assessor can contact you to arrange a suitable time for your assessment.
