The Renters’ Rights Act Policy aims to:
- provide a clear and consistent framework for the use of civil penalties under the Renters’ Rights Act 2025 and other housing legislation
- promote compliance and deter unlawful practices within the private rented sector
- ensure enforcement action is fair, proportionate, transparent, and legally robust
- protect tenants by improving housing standards and reducing harm from poor conditions or illegal activity
- give landlords and agents clarity about legal expectations and consequences of non-compliance
- support effective and timely service delivery through consistent decision-making and enforcement
- secure value for money by enabling appropriate use and reinvestment of civil penalty income
- strengthen public confidence in our role as a fair, accountable, and effective regulator
