What an animal activity star rating is and how it is worked out
Every animal welfare licence holder goes through a standard application and inspection process. Once a licence is granted, we give the licence holder a star rating. This follows the Department for Environment, Food and Rural Affairs (Defra) guidance.
Licences for keeping or training animals for exhibition do not receive a star rating.
We decide star ratings using a scoring matrix. It looks at:
- the risk level of the business
- how well the business meets the required standards

Star rating levels
1 star
Given to renewing licence holders who do not meet all minimum standards. Minor issues such as incomplete records may be allowed if they do not risk animal welfare. Any major issues would lead to a suspension, change or revocation of the licence.
The licence lasts for 1 year and includes at least one unannounced inspection within 12 months.
2 stars
Given to first‑time licence holders who meet all minimum standards.
The licence lasts for 1 year and includes at least one unannounced inspection within 12 months.
3 stars
Given to renewing licence holders who meet all minimum standards.
The licence lasts for 2 years and includes at least one unannounced inspection within 24 months.
4 stars
Given to first‑time licence holders who meet all minimum standards and the higher‑standards criteria.
The licence lasts for 2 years and includes at least one unannounced inspection within 24 months.
5 stars
Given to renewing licence holders who meet all minimum standards and the higher‑standards criteria.
The licence lasts for 3 years and includes at least one unannounced inspection within 36 months.
