High street rental auctions

The process – high street rental auctions (HSRAs)

These powers are intended to be used thoughtfully, based on clear local evidence and defined high street boundaries. Following a public consultation, these defined boundaries were set for 9 town centres in Central Bedfordshire.

The government guidance sets out eligibility and how these powers should be applied.

In summary, this process applies to commercial properties that:

  • fall into the HSRA designated area
  • have been vacant for more than 365 days within a 24-month period
  • occupation would benefit the local area economically, socially or environmentally

Where a property has been identified as suitable for HSRA and engagement with the landlord has been unsuccessful, we will serve notice on the landlord following approval by our Director of Place and Communities, after consultation with our Executive Member for Assets, Business and Housing.

Following completion of the notice period, we may enter a 12-week auction period resulting in the selection of a successful bidder. We can stipulate the eligible use(s) for the tenancy of the premises prior to auction.

The landlord will select the successful bidder. If a landlord does not engage with the process then we will select the successful bidder and award tenancy.
