You will need the right insurance before you can use a space. This usually includes:
- public liability insurance (typically £5 million to £10 million)
- employers’ liability insurance (if you have staff or volunteers)
- any other insurance relevant to your activity
We will need proof of insurance before any agreement is confirmed.
Licences and legal arrangements
Meanwhile space is usually offered under a temporary licence to occupy, not a lease. This means:
- the arrangement is short-term and flexible
- it does not give exclusive possession
- we can ask you to leave at short notice
You should not expect long-term security.
Business rates
Responsibility for business rates depends on:
- the type of use
- whether the space counts as occupied for rating purposes
- any reliefs that may apply, such as charitable relief

Utilities and running costs
Availability of utilities varies by site. Please assume:

Properties may be offered “as is.” You may need to make reasonable adjustments at your own cost.
Condition of buildings
Meanwhile spaces are often basic and may need temporary set-up or fit-out. We will not normally pay for improvements or alterations. Any changes must be agreed in advance and may need to be removed when you leave.
Timescales
Meanwhile use is temporary. It could last from a few weeks to several months, depending on the site. You must be able to:
- start quickly if a space becomes available
- leave the space when required
