Pets – guidance for council tenants

Keeping pets in your home

If you are a council tenant, you must get permission before you keep a pet. Your tenancy agreement explains the number and type of pets you are allowed to have.

Request permission to keep a pet

We will not grant permission if you cannot meet the conditions in the form.

You are responsible for your pet’s behaviour. We may withdraw permission if we receive complaints that you do not resolve.

Dog barking

Dogs do bark, but we only treat it as anti-social behaviour if the barking is persistent. This means it lasts for more than 30 minutes on five or more days in one week.

Please speak to your neighbour first. They may not realise the barking is affecting you. We can also offer mediation to help resolve the issue.

If the problem continues, contact us and we will investigate it as a noise nuisance.

You can read our guidance on how we manage noise complaints.

Dog fouling

Dog fouling in public areas is an environmental crime.

You can report dog fouling on our street cleansing, litter and road sweeping page.

If the fouling is in a resident’s garden, or in a communal garden in a Central Bedfordshire Council block, email neighbourhoodhousing@centralbedfordshire.gov.uk. We will contact you to discuss the issue.

Dangerous dogs

You must report dangerous dog behaviour to the police. This includes a dog:

  • biting a person or an animal
  • being out of control in a public place
  • showing signs of aggression

You can read more about dangerous dog legislation:

If the dog is owned by a council tenant, also email neighbourhoodhousing@centralbedfordshire.gov.uk so that we can work with the police.
