Who sets Council Tax bands?

The Valuation Office Agency (VOA) sets all Council Tax valuation bands. They decide your band by considering the market value of your property.

Valuation bands in England and Scotland are based on property values on 1 April 1991, not what a property is worth today. More information on this is available on GOV.UK.
