Two drivers convicted for Blue Badge misuse in Dunstable

Two drivers have been convicted at Luton Magistrates’ Court for misusing Blue Badges in Dunstable.

Both offences were identified on 1 May 2025, during a targeted enforcement day we carried out.

The first case involved Mr Uday Pal, of Index Drive, Dunstable, whose car was parked in a disabled bay at the Dunstable Centre car park while displaying a Blue Badge. Checks confirmed the badge holder was not present. Mr Pal admitted leaving the badge on display, citing stress due to his wife’s illness.

In the second case, Mr Dipak Parmar, of Moorgate Road, Stalybridge, Cheshire, was found parked on a single yellow line in Church Close using his late father’s Blue Badge, who had died over a year earlier. Mr Parmar admitted misuse, apologised, and said he was struggling emotionally at the time.

Mr Pal incurred fines and penalties totalling £208, while Mr Parmar faced penalties amounting to £1,165.

Blue Badge misuse is a criminal offence, and we work closely with our enforcement teams to tackle abuse of the scheme.

Misusing a blue badge is not only unlawful, but unfair to those who genuinely need the support. These convictions send a clear message that we will not tolerate abuse of the scheme.
