We're combatting illegal waste dumping with two significant fines

Illegal dumping of UPVC windows costs Leighton Buzzard man over £2000. Houghton Regis woman faces fine and court costs of over £1200 for leaving waste in the street.

Illegal waste in Houghton Regis

In 2 separate incidents, we've successfully investigated and prosecuted individuals who were found guilty of illegally dumping waste in the area.

The first case involved the driver of a van, who was recorded on CCTV on 19 September 2022, depositing waste UPVC window frames at an industrial estate at Commerce Way, Leighton Buzzard. Our Neighbourhood Enforcement Team pursued the case and identified Mr Chris Morgan, also known as Chris Mongan, aged 35, of 2 Greenacres, Slapton Road, near Leighton Buzzard as the registered keeper of the van.

On 1 September 2023 Mr Morgan was prosecuted in his absence for section 110 Environmental Act 1995 whereby he failed to reply to a demand to produce a copy of the insurance certificate of the person who was driving the vehicle at the time of the offence. He was fined £1000, ordered to pays costs of £683 and a victim surcharge of £400 (£2,083 total).

The second case involved one of our tenants who, on moving house, unlawfully deposited a large amount of waste in the street. This was investigated by our Neighbourhood Enforcement Team and Housing Team. On 1 September 2023, Ms Suzanne Juby formerly of 64 Enfield Close, Houghton Regis, pleaded guilty via a video link to depositing the waste. She was fined £120 and ordered to pay costs of £1095 and a victim surcharge £34, in total £1249.
