Introduction
The government has changed the way it funds local councils. This means we will receive £17 million less than we need for 2026 to 2027.
At the same time, the cost of delivering services continues to rise. This puts significant pressure on our budget and means we must make difficult decisions to protect essential services.
We increase our fees and charges for relevant services in line with inflation every year. Most recently, we increased them by 3.8% in April 2026.
However, inflation is not the only cost affecting the council. Over the past 5 years, national wage growth, higher service costs, increased National Insurance contributions and rising pension costs have all added to the cost of running services. These increases have not been reflected in fees and charges.
Over the last 5 years, the council’s fees and charges have increased by 25.3%, taking account of inflation only. Over the same period, the Consumer Price Index has increased by 27.9% and the average wage has increased by 31.9%. Both affect the council’s running costs.
Because of the funding shortfall, fees and charges need to increase so they more accurately reflect the true cost of providing services. We are therefore proposing a further 6.2% increase to some charges from July 2026.

Decision making
A consultation is a way for us to hear your views on proposals.
It is not a vote, but it is an important way for you to tell us what you think about an idea or change.
It helps us understand the impact a change might have and make improvements if needed. It is also an opportunity for you to share your own ideas.
The Council will make a decision at its meeting on 16 July 2026. Agreed changes will be implemented from 17 July 2026.
