Delegated Decisions overview

In some circumstances, the Council’s Constitution allows individual Councillors and in some cases Officers to take decisions on behalf of the authority. This means these individuals have the authority to make decisions on specific matters without needing to consult the whole council each time. For example, an officer might be given the authority to implement a decision that was the subject of a report to the Executive, alternatively an Executive Member might have the power to award a contract under powers delegated to them in the Constitution.

Residents can review these decisions as they are typically recorded and made available to the public and the Constitution contains clear guidelines on who has the authority to make certain decisions in line with legal requirements. Key decisions, which involve significant expenditure (over £500,000) or have a substantial impact on the community, are also published in the Forward Plan before they are taken. This gives at least 28 days' notice before the decision is made, allowing the public to be informed and provide input. These key decisions are also typically open to call-in, meaning they can be reviewed and potentially reconsidered if there are concerns.
