From 24 November 2025 to 7 January 2026, claimants, local residents, town and parish councils and other stakeholders were asked to comment on the proposed changes to the local Council Tax Support Scheme for working-age residents.

The Executive Committee considered the findings on 17 February 2026 and at Full Council on Friday (27 February 2026) councillors agreed to a new scheme which continues to support those on the lowest incomes and does not disadvantage those looking to get into work.
The scheme agreed at Full Council sees a reduced the level of discount for bands 1, 2 and 3, and households will be asked to contribute more towards their Council Tax from 1 April 2026. Households in band 4 will maintain the current 25% discount, rather than reducing it to 15% as originally proposed.
