Three drivers have been convicted at Luton Magistrates' Court for misusing Blue Badges following our enforcement activity between March and May 2026. All 3 cases were heard on 25 September 2026.
The first case involved Bridget Adesina, 64, of Overstone Road, Luton, who was found parked in a disabled bay at Grove View Car Park, Dunstable, on 12 March using a Blue Badge when the badge holder was not present. Adesina said she did not realise this was an offence.
John Quayle, of Meadow Way, Leighton Buzzard, was found parked in a disabled bay at West Street Multi-Storey Car Park on 12 March while displaying a Blue Badge whose holder was not present. He said he had an appointment and needed to return home quickly to the badge holder.
The third case involved Faye Oddy, 38, of The Chilterns, Kensworth, was found parked in a disabled bay at Grove View Car Park, Dunstable, on 14 May. She initially claimed the badge holder had been dropped off nearby, but enquiries found this was not the case.
Blue Badge misuse is a criminal offence, and we work closely with its enforcement teams to tackle abuse of the scheme.
Adesina and Quayle both incurred fines and penalties totalling £1,176, and Oddy received penalties amounting to £728.
Councillor John Baker, our Executive Member for Finance, said:
Most Blue Badge holders use the scheme exactly as intended, whilst others seem to think that the rules don’t apply to them. These cases send a strong message that this council won’t tolerate misuse of a Blue Badge. The rules are clear, well documented, and through targeted action the council will help ensure disabled parking spaces are available for those who need them.
