The Warm Homes: Local Grant is a UK government scheme in England that helps eligible low-income households improve their home's energy efficiency at no cost. It is delivered through participating local authorities and runs from 2025 to 2028.
If you're eligible, the grant can pay for improvements such as:
- loft, cavity wall, or solid wall insulation
- solar panels
- air source heat pumps
- first-time central heating
- electric storage heaters
- ventilation improvements where needed
- other energy-saving upgrades tailored to your home
You may qualify if you:
- live in England
- own your home or rent from a private landlord
- have a household on a low income (or meet other qualifying criteria, such as certain benefits or living in an eligible postcode)
- live in a property with an Energy Performance Certificate (EPC) rating of D, E, F or G
Unlike some older schemes, the work is arranged through us, and eligible households do not have to contribute to the cost of the approved upgrades.

Pathways
All pathways are designed to help low-income households living in privately owned or privately rented homes with an EPC rating of D to G access fully funded energy efficiency improvements, subject to meeting the scheme criteria.
Pathway 1
If you are eligible for WHLG under Pathway 1 you will be contracted directly, as funds and resources allow.
Pathways 2 and 3
If you do not automatically qualify through postcode, you may still be eligible for the Warm Homes: Local Grant through Pathway 2 or Pathway 3.
- Pathway 2 is for households identified as being on a low income through approved proxy criteria, such as certain financial or vulnerability indicators
- Pathway 3 is for households with a gross annual household income of £36,000 or less, where income evidence can be provided
Apply for the Warm Home Local Grant
All pathways must remain open, however due to the limited funding available for this scheme, funds will be targeted toward those in Pathway 1 in the first instance. Those eligible under Pathway 2 or 3 will only be able to access funds if there is not sufficient take up of the scheme from Pathway 1 residents.
