Tenant panels and groups
The Way Forward panel
This includes residents from urban and rural areas of Central Bedfordshire. The panel has been involved in shaping the housing service by influencing and developing policies on:
- The Tenant Incentive Scheme
- Tenants Rights and Responsibilities
- Anti Social Behaviour Policy and Procedure
They have also looked at the future of the Housing Revenue Account. We will continue to put updates of their meetings in Housing Matters.

Tenant Scrutiny Panel (TSP)
They look at processes and procedures within our Housing Service, to ensure they work effectively and provide recommendations on areas they feel that improvements could be made for tenants and the wider community.
It meets at least once a week for 3 hours at Watling House, Dunstable with additional time required whilst an enquiry is running.
The panel includes Central Bedfordshire Council tenants (including sheltered tenants) and is open to all. There is an elected Chair and Vice Chair voted by the panel peers, who are also tenants.
There are opportunities for those who wish to extend their skills and relevant training is provided to keep the panel up to date.

Since retiring in 2009, I have become involved with the council in various tenant roles. I am now working with other tenants on the Tenant Scrutiny Panel. I have found it very enlightening how the council works and how we as tenants can work with them to improve relations between us.

I am a Central Bedfordshire Council tenant and was involved in Tenant Participation before I joined the TSP but I felt that I could make more of a difference to the way Central Bedfordshire Council provide their tenant services by being on the TSP. On the TSP, we scrutinise any service we feel needs looking into and make recommendations to improve the service.

I live in the East Hyde area and got involved with the Tenant Scrutiny Panel because I thought it would be interesting to see what the council do and see if we can work together to effect change, which is working.

I have been a council tenant for 44 years. I am also a carer. I have been part of the Tenant Scrutiny Panel for the past 2 years and I find the panel is very interesting. We are a nice bunch of people too and get on very well together. Have your say and get involved!

The Tenant Scrutiny Panel would like to let you know that all recommendations put forward by the group for the ‘Anti Social Behaviour (ASB)’ enquiry within Housing Services has now been completed. The TSP welcomes these changes and is sure you will see the benefits of a safer community.

Sheltered Tenants Action Group (STAG)
This group is similar to the above panels but is dedicated to tenants in sheltered accommodation. It involves residents from sheltered schemes across Dunstable, Houghton Regis, Leighton Buzzard and rural areas.
They have had presentations from a number of organisations on various issues.

Focus groups and small discussion groups
Occasionally a group of involved tenants can meet to discuss a particular issue and make recommendations. This could be a one-off meeting or a couple of meetings over a short period.
An example of a past discussion group was to discuss the 5 Year Maintenance Plan.

This panel proof reads documents to make sure they are relevant, easy to understand and read. We work with tenants who help us with proofreading Housing Matters magazine.

The Tenant Investment Panel (TIP)
The panel meets on a monthly basis to look at all investment within housing services, and is made up of a number of involved tenants who have an interest in investment and enjoy looking at budgets.
Investment comes from income received through tenants rent payment. The panel works closely with mangers to agree spending budgets; including planned works and monitoring the actual budget spend each quarter.
