The Environment Agency can provide details of registered waste carriers, licensed waste disposal and treatment facilities and further advice on your Duty of Care and Hazardous Waste.

Hazardous Waste
Certain wastes are classified as hazardous - a very broad term for a wide range of substances that present different levels of risk. Some present a serious and immediate threat to the population and the environment, for example those which are toxic, could cause cancer or infectious disease. Others, such as fluorescent tubes or cathode ray tubes in televisions, pose little immediate threat but may cause long term damage over a period of time.
Any individual or business in England and Wales has a legal duty of care to ensure their waste is disposed of responsibly. If you produce waste you must take all reasonable steps to keep the waste safe. If you give it to someone else you must be sure they are authorised to take it and can transport, process and dispose of it safely and legally. If you break the law you can be fined an unlimited amount.
- You must stop the waste escaping from your control - you must contain it.
- Check that anyone taking your waste has the necessary authority - they should be a registered waste carrier
- You must be given a waste transfer note from your service provider detailing where the waste will be disposed.
Commercial Waste
Central Bedfordshire Council has a duty to collect commercial waste if requested. In practice, however, companies requiring a waste collection service are advised to seek quotes from the public sector as this is invariably the most cost effective solution.
This Council takes an active interest in how commercial waste is collected and disposed of and can require businesses to provide details of the arrangements they have in place. As well as storing waste in a safe and secure manner, business must ensure that their contractor is licensed with the Environment Agency as a waste carrier. The contractor must also supply its customers with a waste transfer note which describes the kind of waste being collected and where it will be disposed.
Commercial waste cannot be disposed of at Central Bedfordshire Council's Household Waste Recycling Centres. These sites only take household waste.
